A total of 13 IEDs were found at a private residence belonging to 31-year-old Kenneth Seay in Green Bay, Wisconsin, after a bomb squad was dispatched there on Tuesday 24 February.

According to the local news outlet WeAreGreenBay.com, Seay now faces 18 charges related to drugs and explosives, and had his cash bond set at $75,000.

On 20 February, authorities were made aware of a package being shipped to Seay’s residence from California. A few days later, after a dog indicated the presence of narcotics, the package was opened, and around 170 grams of white crystalline substance and 12 grams of a white powdery substance were found. The substances tested positive for methamphetamine and cocaine.

During the search of his residence on 24 February, a total of 13 IEDs were found. One of the devices had nails inside, while another had "Boomstick" written on it. The Federal Bureau of Investigation and Bureau of Alcohol, Tobacco, Firearms and Explosives were subsequently contacted.

According to a criminal complaint obtained by local media, it was later determined that all of the devices were improvised and not commercially made. Authorities said that one of the residence’s doors had been modified so that it could be barricaded.

Seay was subsequently arrested, asked for a lawyer and did not speak with authorities. An acquaintance of Seay was also interviewed, who reportedly admitted that he sold drugs and that he receives shipments of drugs about twice a week.

Seay is charged on a total of 18 counts, namely: maintaining a drug trafficking place, possession with intent to deliver cocaine, possession with intent to deliver methamphetamine, possession of THC, possession of drug paraphernalia and 13 counts of possession of improvised explosives.
